'The problem is the region depends on migrant labour, as Bustamante has said [... ] and this policy gives no provision for people to enter the country legally,' said Landau.

'And until that shifts the policy is almost always going to be out of line with what's happening on the ground,' he added. 'Of course, making that shift requires some sort of political battle.' He believes that the leadership, which is going into local elections, is not prepared to tackle the issue."
