In private, Intelligence Community compared the Church Committee to their own personal Holocaust: [Emma Best] Janka wrote to General Scowcroft to argue that the White House needed to be ready to deal with the already divisive views on the Rockefeller Commission and the Church Committee. As Janka accurately noted, many expected the Rockefeller Commission to be a “white wash” designed to give CIA a clean bill of health. Similarly, many saw that the Church Committee was creating a “witch hunt” in its desire to thoroughly investigate the intelligence agencies’ wrongdoings. Accorded to Janka, few doubted that the Church Committee’s findings would “suggest a thorough and possibly shattering restructuring of the CIA’s charter and organization.” Janka argued that regardless of the outcome of the Rockefeller Commission and the Church Committee, the President needed to be ready to act swiftly and decisively to “perhaps preempt some of the “witch hunt” tendencies of the Church Committee.”
