Economic, commercial and financial blockade against Cuba, more than 50 years of injustice.

New York, 7 September 2017. On February 3, 1962, John F. Kennedy – the 35th President of the United States of America – signed Executive Order 3447, through which the economic, commercial and financial blockade against Cuba was formalized. After more than 50 years, this policy, aftermath of the Cold War, remains in force and is rigorously applied, constituting the major obstacle to the development of the Cuban nation.

The laws and regulations that underpin this policy continue to be in place and are enforced by United States government agencies. These include: the Trading with the Enemy Act of 1917; the Foreign Assistance Act of 1961; the Cuban Assets Control Regulations of the Treasury Department of 1963; Section 2401 of the Export Administration Act of 1979; the Cuban Democracy Act or “Torricelli Law” (1992); the Cuban Liberty and Democratic Solidarity Act or “Helms-Burton Act” (1996); Section 211 of the Emergency Supplemental Appropriations Act for the fiscal year 1999; and the Trade Sanctions Reform and Export Enhancement Act of 2000.

Since 1992, when for the first time Cuba submitted to the United Nations General Assembly (UNGA) the draft resolution “Necessity of ending the economic, commercial and financial blockade imposed by the United States of America against Cuba”, the support for the legitimate claim of the Cuban people has been growing. In October 2016, during the 71st session of the UNGA, 191 member states voted in favor of the Cuban text, an unquestionable demonstration of the international community’s firm rejection of this criminal and illegal policy.

The economic, commercial and financial blockade against Cuba is the most unjust, severe and prolonged unilateral system of sanctions ever applied against any country. The US government must totally eliminate this policy in a unilateral and unconditional manner. That is what Cuba and the world are demanding.

Bloqueo económico, comercial y financiero contra Cuba, más de 50 años de injusticia.

Nueva York, 7 de septiembre del 2017. El 3 de febrero de 1962, John F. Kennedy – 35to presidente de los Estados Unidos de América- firmó la orden ejecutiva 3447 mediante la cual se oficializaba el bloqueo económico, comercial y financiero a Cuba. Tras más de 50 años, esta política, secuela de la Guerra Fría,  continúa  vigente y se aplica con todo rigor, siendo el principal obstáculo para el desarrollo de la nación cubana.

Las leyes y regulaciones que sustentan esta política continúan vigentes y son aplicadas por las agencias del gobierno de los Estados Unidos. Entre ellas se encuentran: la Ley de Comercio con el Enemigo de 1917, la Ley de Asistencia Exterior de 1961; las Regulaciones para el Control de Activos Cubanos del Departamento del Tesoro de 1963; la Sección 2401 de la Ley para la Administración de las Exportaciones de 1979; la Ley para la Democracia Cubana o “Ley Torricelli” (1992); la Ley para la Libertad y la Solidaridad Democrática Cubanas o “Ley Helms-Burton” (1996);  la Sección 211 de la Ley de Asignaciones Suplementarias y de Emergencia para el año fiscal 1999; y la Ley de Reforma a las Sanciones Comerciales y Ampliación de las Exportaciones del 2000. 

Desde 1992, cuando por primera vez Cuba presentó a la Asamblea General de las Naciones Unidas (AGNU) el proyecto de resolución “Necesidad de poner fin al bloqueo económico, comercial y financiero impuesto por los Estados Unidos de América contra Cuba”, el apoyo al justo reclamo del pueblo cubano ha ido creciendo. En octubre del año 2016, durante el 71 período de sesiones de la AGNU, 191 Estados miembros votaron a favor del texto cubano, incuestionable demostración del firme rechazo de la comunidad internacional a esta criminal e ilegal política.

El bloqueo económico, comercial y financiero contra Cuba es el sistema de sanciones unilaterales más injusto, severo y prolongado que se ha aplicado contra país alguno. El gobierno de los Estados Unidos debe eliminar totalmente esta política de forma unilateral e incondicional. Cuba y el mundo así lo exigen.
