Whilst my research into the owners of ICE 'hold rooms' and grey sites continues, here is a summary of the findings for which I am currently able to provide detailed documentation:

The lists of detention sites provided by ICE in FOIA proceedings �are incomplete. I have been able to identify at least one fair-sized detention centre (a ‘grey site’ in the sense that there is nothing externally identifying it as belonging to ICE/DHS or as a detention centre) that is not included on any of the FOIA lists. This finding is confirmed by direct observations made by people I have spoken to and by publicly available �����documents I’ve been able to collect over the past several months.�
Much of the ICE detention archipelago is made up of ‘hold rooms’, small facilities where immigrants are temporarily warehoused before being �transported to larger detention facilities. Many of these are owned by private landlords (usually via holding companies) and leased to ICE via the General Services Administration.�
